If a video never had one, YouTube only holds the smaller auto-generated frames — so Max HD simply will not appear in the resolution dropdown, and the largest size that does exist is selected for you instead.

Standard watch links, youtu.be short links, /shorts/ links, /embed/ links and /live/ links are all recognised, with or without extra parameters after the ID. You can also paste a bare 11-character video ID on its own.

Three of the five sizes YouTube stores are 4:3 — 640×480, 480×360 and 120×90 — so a 16:9 frame gets padded with bars to fit. The two 16:9 sizes are 1280×720 and 320×180. If the dropdown offers nothing above 480×360, that video has no custom HD thumbnail and those really are the only sizes YouTube holds; pick the 16:9 320×180 if the bars matter more to you than resolution.

Unlisted videos usually work, because their thumbnails stay on the same public CDN. Private and deleted videos do not — there is no image left to fetch, and the tool tells you so rather than returning a blank result.

Not without permission. A thumbnail is a copyrighted work owned by whoever made it, so reusing one on your own upload risks a copyright claim — and it misleads the people who click. The legitimate uses are research: studying what performs in your niche, building a swipe file, or giving a designer a concrete reference.
